Mr. CLARK of Wyoming. Mr. President, for a considerable time the conf~rencc committee of the two Houses have had under consideration the differences between the two Houses on the joint resolution (H . J. Iles. 30) proposing nn amendment to the Constitution for the election of Senators. I regret to say that the conference committee has been unable to come to any agreement. It is not my purpose to report the disagreement at this time, , but to give the Senate · notice that on Tu es day next that disagreement will be formally reported to the Senate. I give the notice now because of the widespread intere s t in the matter, so that Senators may know that the disagreement report will be made at the time I have stated, at which time the committee will also return the papers for such further action as the Sena to may see proper to take.
