The Preſident ſhall, at ſtated times, receive for his ſervices, a compenſation, which ſhall neither be increaſed nor diminiſhed during the period for which he ſhall have been elected, and he ſhall not receive within that period any other emolument from the United States, or any of them.

It is there provided that “The President of the United States shall, at stated times, receive for his services a compensation WHICH SHALL NEITHER BE INCREASED NOR DIMINISHED DURING THE PERIOD FOR WHICH HE SHALL HAVE BEEN ELECTED; and he SHALL NOT RECEIVE WITHIN THAT PERIOD ANY OTHER EMOLUMENT from the United States, or any of them.” It is impossible to imagine any provision which would have been more eligible than this.
The paragraph quotes this clause in quotation marks, introducing it with "It is there provided that."

It will be observed that a difference has been made by the convention between the compensation of the President and of the judges, That of the former can neither be increased nor diminished; that of the latter can only not be diminished.

In its summary of "the 2d article", the paragraph names the clause on the president's compensation ("the salary of the president").

…the services of the judges shall not be diminished during their continuance in office; and this is contrasted with the compensation to the President, which is to be neither increased nor diminished during the period for which he shall have been elected; but that of the judges maybe increased, and the judges may hold other offices of a lucrative nature, and their judgments be thereby warped.
In stating an objection, the speaker repeats the words of the President's compensation clause; he does not name it by number.
