Mr. WILEY. Mr. President, I ask unanimous consent for the immediate consideration of House Joint Resolution 27, which is number 31 on the calendar, a joint resolution proposing an amendment to the Constitution of the United States relating to the terms of office of the President.

2: Senate, March 3, 1947, ¶ 2 (Senate1947.Mar3.2)

The PRESIDENT pro tempore. The joint resolution will be stated by title for the information of the Senate.

3: Senate, March 3, 1947, ¶ 3 (Senate1947.Mar3.3)

The CHIEF CLERK. A joint resolution (H. J. Res. 27) proposing an amendment to the Constitution of the United States relating to the terms of office of the Pres i dent.

4: Senate, March 3, 1947, ¶ 4 (Senate1947.Mar3.4)

Mr. BARKLEY. Mr. President, it was my understanding that following the disposition of the appeal from the ruling of the Chair the calendar would be called . Is it the purpose now to call the calendar?

5: Senate, March 3, 1947, ¶ 5 (Senate1947.Mar3.5)

Mr. WILEY. I yield to whatever may be the judgment of the majority leader, but I propose to move that the joint resolution be made the order of business after the call of the calendar.

6: Senate, March 3, 1947, ¶ 6 (Senate1947.Mar3.6)

Mr. WHITE. Mr. President, I assume that what the Senator from Wisconsin [Mr. WILEY] is seeking to do is to make the joint resolution proposing an amendment to the Constitution the unfinished business; but if he has no objection, I ask that consideration of such motion be deferred at least until we have disposed of some other matters, such as the Legislative Calendar, and perhaps the Executive Calendar. Would it be agreeable to the Senator to proceed with those matters and then either proceed to consider the joint resolution or let it go over until the next session?

7: Senate, March 3, 1947, ¶ 7 (Senate1947.Mar3.7)

Mr . WILEY . I am very happy to agree to that method of procedure. As I understand, there will be a call of the calendar, and then House Joint Resolution 27 w ill be the order of business after the calendar is disposed of.
