ELECTION OF SENATORS BY DIRECT VOTE.3 min read
1: Senate, May 1, 1911, ¶ 1 (Senate1911.May1.1)

Mr. BORAH. From the Committee on the Judiciary, I report back favorably without amendment the joint resolution (H. J. Iles. 31)) proposing an amendment to the Constitution providing that Senators shall be elected by the people of the several States.

2: Senate, May 1, 1911, ¶ 2 (Senate1911.May1.2)

Mr. HEYBURN. Mr. President, I should like to inquire if it is not rather premature for a report to come from a committee whose jurisdiction commenced to-day at 12 o'clock? 'Ve passed a resolution for the organization of the committees in which it was provided that their jurisdiction as committees should commence to-day.

3: Senate, May 1, 1911, ¶ 3 (Senate1911.May1.3)

Mr . BORAH . It is now 30 minutes after 12.

4: Senate, May 1, 1911, ¶ 4 (Senate1911.May1.4)

l\1r. HEYBURN. Mr. President. I merely make the suggestion in the interest of orderly procedure tlrnt a committee having charge of n measure of this importance should at least give time and opportunity to Members of this body to present their views with regard to it to that committee.

5: Senate, May 1, 1911, ¶ 5 (Senate1911.May1.5)

l\ir. BORAH. .Mr. Pre.sident, this joint resolution was considered by the committee which had charge of it, and the joint resolution bas been reported in the orderly course of business. I have no doubt that the senior Senator from Idaho wiJJ have ample time to present his views to the Senate regarding it, but as we had no request from him and no supposition that be desired to come before the committee, of course we did not It for him .

6: Senate, May 1, 1911, ¶ 6 (Senate1911.May1.6)

Mr. HEYBURN. I merely desired that it should not a11p<>nr in the RECORD that no notice was taken of this pauper's burial. [Laughter.]

7: Senate, May 1, 1911, ¶ 7 (Senate1911.May1.7)

Mr. BORAH. There was no danger of that happening while the senior Senator from Idaho was here.

8: Senate, May 1, 1911, ¶ 8 (Senate1911.May1.8)

Mr. HEYBURN. That is true. Mr. President, with the permission of the Senate I desire to ask a further question. Has the Committee on the Judiciary bad a meeting for the consideration of this joint resolution since it was a legal committee at 12 o'clock to-day?

9: Senate, May 1, 1911, ¶ 9 (Senate1911.May1.9)

Mr. BORAH. I do not remember at just what time the committee adjourned, but we bad a regular called meeting of the committee.

11: Senate, May 1, 1911, ¶ 11 (Senate1911.May1.11)

l\ir. BORAH. No; not since 12 o'clock.

12: Senate, May 1, 1911, ¶ 12 (Senate1911.May1.12)

l\ir. HEYBURN. You were not a committee until 12 o'clock, is because we said so by resolution. I want the RECORD straight would, upon this question. I may want to move to rcrefer the joint resolution to tlie committee.

13: Senate, May 1, 1911, ¶ 13 (Senate1911.May1.13)

Mr. BORAH. I understand it is always within the power of the Senator to move to recommit.

14: Senate, May 1, 1911, ¶ 14 (Senate1911.May1.14)

lUr. CULBERSON. .Mr. President, I call attention again to of the fact that, while the Senate committees have been reorgan- If ized by a resolution, the old organization of the Senate was continued by a resolution adopted at , the last session. So there 1 pnrt was no necessity for the reorganization of the Senate Committee on the Judiciary, although it did meet this morning under the he new arrangement and the new assignment, and agreed to report I the joint resolution fa\ornbly.

15: Senate, May 1, 1911, ¶ 15 (Senate1911.May1.15)

i\Ir . HEYBURN. Mr. President, the resolution continuing the committees lras subject to the action of the Senate. The Senntc of hns acted ancl rescinded the original resolution continuing the now committees and provided for the time when they should take jurisdiction as committees. So that until 12 o'clock to-day there was no Judiciary Committee authorized to sit and direct a report to ?e made, and whatever meeting .n:ay have been held this rnormng was merely ~ IJ.?-ee!m~ of mdividual Se~ators, ~ut that they ha.cl no authority or Jurisdiction to act upon this question and to instruct any member of th<; committee .to make a report.

16: Senate, May 1, 1911, ¶ 16 (Senate1911.May1.16)

The VICE PRESIDENr. The joint resolution mll be placed on the calendar. .

17: Senate, May 1, 1911, ¶ 17 (Senate1911.May1.17)

PROPOSED co:uMISSION oN COMMISSIONS.

18: Senate, May 1, 1911, ¶ 18 (Senate1911.May1.18)

:Ur . WILLIAMS. 1\fr. President, on April 20 I introduced a Rhode bill ( S. 1376) to provide for a commission to investigate com- ate missions and to make recommendations concerning the same, and had it referred to the Committee on Public Expenditures. tions. That committee has since then ceased to exist . I do not h11ow whether the introduction of the bill frightened the committee that out of existence or not . I rise now for the purpose of reintro- that ducing the bill, a.nd I ask that it be referred to the Committee I on Civil Service and Retrenchment.

19: Senate, May 1, 1911, ¶ 19 (Senate1911.May1.19)

The bill (S . 1SSu) to provide for a commission to investigate had commissions and to make recommendations concerning the same be was read twice by its title and referred to the Committee on Civil Service and Retrenchment.
